  • Patrick Shafer, Interim Leader and Chief Financial Officer

    Patrick Shafer

    INTERIM LEADER AND CHIEF FINANCIAL OFFICER

    Patrick Shafer is our Chief Financial Officer, responsible for all financial aspects of the business including managing the business’ strategic investment profile, financial reporting, operations, contracts and supply chain risk. 

    Shafer has more than 20 years of financial leadership serving the Intelligence Community.  He has held various financial roles including FP&A, Estimating & Pricing, Business Operations, Supplier Cost Management and Corporate Compliance.  Prior to his current role as CFO, he was Senior Manager for Financial Operations at BI&A.  He is currently BI&A Interim Leader and additionally serves as the CFO for The Boeing Company’s Intelligence Systems Business Unit.

    Shafer holds a Bachelor’s Degree in Economics from the University of Maryland and a Master of Business Administration Degree from Northern Kentucky University and is a member of ICEAA and IMA.

  • Steven Cogdell, Chief Operating Officer

    Steven Cogdell

    CHIEF OPERATING OFFICER

    Steven Cogdell is our COO reporting directly to our CEO and is located in Annapolis Junction, MD. In this role, Cogdell leads program management and provides strategic leadership and oversight to assigned functional organizations and assists the CEO and Chief Engineer in the development of execution plans and strategies to ensure successful performance of our programs.

    Cogdell has more than 30 years of experience working within the Department of Defense and intelligence communities as well as commercial programs. He has served in various roles in program management, operations management, system engineering, test engineering, and enterprise planning. Prior to his current role as COO, he was actively engaged in BI&A’s business development strategies and activities.

    Cogdell holds a Master of Science in Engineering Management from George Washington University (GWU) and a Bachelor of Science in Business Management and Finance from Regis University. Additionally, he holds PMP and ITIL certifications.

  • Angelo Intorre, Director of Engineering

    Angelo Intorre

    DIRECTOR OF ENGINEERING

    Angelo Intorre is our Director of Engineering, responsible for leading and developing BI&A’s talented engineering teams as they develop, test, modify, and create advanced solutions to technical problems for multiple customers.

    Intorre has more than 20 years of industry experience operating in both Government and commercial environments. He excels at leading diverse and geographically disparate teams. He has served in various leadership roles within Engineering, Program Management, Quality, and Operations. Prior to his present role at BI&A, Intorre was a Senior Program Manager within Boeing’s Ground Systems & Intelligence portfolio. Prior to that role, he was responsible for the execution of a complex proprietary development program of critical importance in the maritime domain, as well as multiple programs operating in the space domain.

    Intorre holds a B.S. in Aerospace Engineering, a B.S. in German, and an M.S. in Aerospace Engineering from the Pennsylvania State University, an M.S. in System Architecting & Engineering from The University of Southern California, and an MBA from The California State University.

  • Jordan Muller, DIRECTOR OF STRATEGY & BUSINESS DEVELOPMENT

    Jordan Muller

    DIRECTOR OF STRATEGY & BUSINESS DEVELOPMENT

    Dr. Jordan Muller is our Director of Strategy and Business Development, responsible driving sustainable, long-term revenue growth.  He also oversees our Internal Research & Development program, planning and delivering mission focused prototypes and capabilities.

    Muller has more than 20 years of experience in Industry, Government and Academia.  Within Boeing and BI&A, he has served various leadership roles, including P&L responsibility as a Division Manager.  He has served as Program Manager for numerous large government contracts for IC and DoD customers.  Prior to joining Boeing, he served as an Executive Vice President of Kestrel Enterprises, served as an AAAS Science and Technology Policy Fellowship at the U.S. Department of State, and was a National Research Council Postdoctoral Research Associate at NASA Goddard Space Flight Center.

    Muller holds a B.A. in Geosciences from Franklin and Marshall College, an M.S. in Geology and Geophysics from University of Hawaii, and a Ph.D. in Geological and Environmental Sciences from Stanford University. 

  • Cynthia Stacey, Chief Human Resources Officer

    CHIEF HUMAN RESOURCES OFFICER

    Cynthia Stacey is our Chief Human Resources Officer responsible for all aspects of Human Resource Management and Operations for BI&A. Cynthia oversees all facets of the Human Resources department from design, implementation and execution of a full suite of services aimed at supporting our employees and customers.  These include management of a Total Rewards approach, comprehensive benefits packages, compensation philosophies and employee relations.

    She has over 20 years of experience in Human Resources in the Defense and Intelligence industry serving in leadership roles and building successful HR models for businesses.

    Stacey holds a Bachelor’s Degree in Electronic Media & Film from Towson University and a Master’s Degree in Human Resource Management from University of Maryland Global Campus.  Stacey holds a Society for Human Resources Senior Certified Professional Certification (SHRM-SCP) with additional certifications in Strategy and People Analytics.

  • Brandon Tyson, CHIEF INFORMATION OFFICER

    CHIEF INFORMATION OFFICER

    Brandon Tyson is our Chief Information Officer responsible for enterprise technology strategies to enable business growth, operational excellence & innovation. This includes overseeing IT operations, cybersecurity & compliance, digital transformation, technology investments and ensuring alignment to business priories.

    He has more than 15 years of technology leadership supporting the Defense & Intelligence communities. Prior to this role as CIO, he was Chief of Staff for the Vice President of BDS IT Business Partners. He currently serves as the IT Leader for The Boeing Company’s Intelligence Systems Business Unit.

    Tyson is recognized for driving digital modernization, implementing cybersecurity standards, modernizing operations and building high-performing teams. He holds a B.S. in Information Systems from Carnegie Mellon University.
