Dr. David Hoffmeister, President & CEO With over 20 years in the intelligence and defense community, Dr. David Hoffmeister leads as our President and CEO. As CEO, he oversees the development and integration of systems that provide innovative technical SIGINT, Cyber solutions and advanced analytic capabilities for more effective intelligence planning and analysis. Dr. Hoffmeister previously served as the President and CEO of Ventura Solutions and has extensive experience in technical and business leadership roles. As a Subject Matter Expert in telecommunications, Dr. Hoffmeister also has a wealth of experience in technical proposals, product research and development, white papers, and direct customer support across the Intelligence Community. Dr. Hoffmeister earned his PhD in Electrical Engineering from the University of Buffalo.
Francisco Velez, Chief Operating Officer With over 30 years of proven leadership and program management experience, Mr. Velez “Frankie” joins the Boeing Intelligence & Analytics (BI&A) Leadership Team as the Chief Operating Officer (COO). As the COO Frankie will have the responsibility for profit and loss within the operations of the BI&A business establishing corporate goals for performance and growth. He will also serve as day to day leadership for our on-going operations and procedures and will help manage relationships with our customer and suppliers. Frankie’s most recent assignment was as the Program Manager for one of the company’s largest program supporting one of BI&A’s key customers. He holds a Masters in Software Engineering from the University of Maryland University College, a Project Management Professional certification from PMI, and completed the Strategic Marketing Executive education from the Chicago Graduate School of Business.
Shirl Jenkins, Chief Human Resources Officer With over 20 years of experience in Human Resources, Shirl Jenkins is responsible for all aspects of human resources management and operations for Boeing Intelligence and Analytics. As Chief Human Resources Officer, Ms. Jenkins oversees the design and administration of benefits and compensation programs, recruitment, performance management, learning and development, employment law matters and work/life programs. Prior to joining BI&A, Ms. Jenkins won multiple internal and external awards and was widely recognized for her outstanding leadership efforts. Most recently Ms. Jenkins was recognized as a 2015 Washington Executive Management Award Winner. Ms. Jenkins holds a Bachelor of Administration degree from Strayer University and a Master of Business Administration degree from University of Maryland, University College.
Sean Gildea, Chief Financial Officer Sean Gildea brings over 14 years of experience in Program Finance and Business Operations in Federal Contracting to Boeing Intelligence & Analytics. As Chief Financial Officer, Mr. Gildea and his team are responsible for managing day to day financial transactions, contracts and risk mitigation, supplier management, financial reporting, and proposal pricing and coordination. Mr. Gildea has served in multiple roles during his career overseeing reporting, financial strategy, and pricing. He has a BA in Political Science and an MBA from Mount Saint Mary’s University.
Bryan Beam, Chief Engineer & CIO With over 30 years of leadership, engineering, and program management experience in the Intelligence Community, Mr. Beam joins the Boeing Intelligence & Analytics (BI&A) Leadership Team as the Chief Engineer (CE). As the CE Bryan will have the responsibility for overall technical direction within the BI&A business, promoting fundamental engineering principles and assisting our customers to meet their mission needs. He and his Division & Branch managers will serve as the Engineering Management team for the BI&A technical staff for the day-to-day people management, as well as long-term career and development of the employees. He holds a Masters in Engineering Management from the George Washington University, a Project Management Professional certification from PMI, and is a Certified Scrum Master.
Richard Madero, Director of Strategy and Business Development With over 25 years in the Department of Defense and Intelligence Community. Mr. Madero is responsible for defining the strategies, investment, and new business growth across multiple customer sets. He brings extensive new business and operations experience through his time at Fortune 500 companies and Small Business to enable Boeing Intelligence & Analytics to expand their presence in current and emerging markets. Mr. Madero previously served as the executive responsible Mission Systems & Analytics, Business Operations, and Access Programs. As the Business Development Lead he was responsible for bringing in more than a billion dollars of new business. Mr. Madero holds a Bachelor’s of Science in Computer and Information Science and has completed Carnegie Mellon management and business strategies courses.
